[1] Take a new file of 300 pixels,300 pixels, of resolution 72 dpi in the RGB mode.

[2] Take the Pen Tool create a new shape as shown image below.

[3] Make the new layer.

[4] Now set the Foreground Color.

[5] Then make the selection and fill the color with the help of Alt+Backspace.

[6] Now go to Blending Option use the following settings.

[7] Your image should be look like this.

[8] Now take the Elliptical Marquee Tool create a small cirlce make the new layer and fill with black color.

[9] Now go to Blending Option select the Gradient Overlay use the following settings.

[10] Your image should be look like this.

[11] Make the 2 more copy of small circle, now your final image is ready.
