[1] Take a new file of 600 pixels, 600 pixels, of resolution 72 dpi in the RGB mode.

[2] Create a new shape with the help of "Rectangular Marquee Tool" fill that layer with #850001.

[3] Take the "Dodge Tool"    & then Highlight the following parts as shown below.

[4] Adjust Blending Options for this layer.

[5] Create a new shape with the help of "Polygonal Lasoo Tool" fill that layer with white color.

[6] For this layer set the Opacity by 50%.

[7] Take the "Text Tool" create some text.
