[1] Take a new file of 300 pixels, 300 pixels, of resolution 72 dpi in the RGB mode.

[2] Now take the Elliptical Marquee Tool.

[3] Create a new shape as shown image below.

[4] Now go to Blending Option apply the following settings.

[5] Your image should be look like this.

[6] And now hold Cnlt+Click on the layer to make the selection.

[7] Go to Select>Modify>Contract Selection use the values.

[8] Now fill the selection with grey color.

[9] Go to Blending Option apply the following settings.

[10] Your image should be look like this.

[11] Then take the Elliptical Marquee Tool create a new shape.

[12] Fill the selection with white color.

[13] Now change the Blending Mode and set the Opacity see in the next image.

[14] Your image should be look like this.

[15] Then take the Elliptical Marquee Tool create a new shape, and fill the selection with any color.

[16] Now take the Shape tool select this one.

[17] Fill the new shape with white color.

[18] Your final image should be look like this.
