[1] Take a new file of 400 pixels,400 pixels, of resolution 72 dpi in the RGB mode.
[2] Now create a new layer and fill with black color then go to Window>Styles apply the following settings.

[6] Now go to Blending Option apply the following settings.

[11] Take the Elliptical Marquee Tool.
[12] Draw a circle as shown image below.
[13] Make the new layer, now fill the circle with white color.
[14] Now change the Blending Mode Softlight and change the Opacity 18% see in the next image.

[16] Now create a small circle with the help of Ellipse Tool.
[17] Create a new layer, and fill with any color would you like then go to Blending Option use the following settings.

[19] Now make the copy of small circle layer see in the next image.
[20] Take the Brush Tool use these settings.
[21] Now play with your brush tool.
[22] Now take the text tool write some text.
[23] Your final image should be look like this.
